Why only 4?

The ink cartridge 301 came the next day with no issues on delivery. However, the printer (hp deskjet 2540) isn’t printing any documents. There is a little black smudge at the bottom of the page only and the rest is blank. I am almost certain this is an issue with the printer itself but I am only almost certain, hence the 4 stars.
